History:
The council was created in 1971 with 8 members. In 1973 the membership was increased to 9, in 1980 to 13, and in 1983 to 16. In 1982 the language which stated that the council would expire as provided in Minn. Stat. 15.059 was repealed, but this language was reinstated in 1983.
