Post-Secondary Funding Formula Task Force

Function: The task force was charged with developing an alternative funding formula for post-secondary education. The formula was to create incentives for quality post-secondary education while maintaining access for students. The task force was asked to develop a formula that could be funded within the projected constraints of the state budget in the coming decade.

The task force was to report its recommendations to the appropriations and finance committees of the legislature by September 1, 1992.
History: Having developed its recommendations for an alternative funding formula for post-secondary education, the Task Force appointed a technical working group comprised of staff members of the Minnesota Department of Finance, the Senate and House Higher Education Divisions and the higher education systems. The group's charge was to: Define the data and analytical process needed for implementing the higher education funding recommendations made by the Minnesota Task Force on Post-Secondary Funding.

The task force expired on June 30, 1993.
Membership: The task force shall consist of 15 members as follows: two members of the house of representatives and one citizen member to be appointed by the speaker, two members of the senate and one citizen member to be appointed by the subcommittee on committees of the committee of rules and administration, the head of each public post-secondary system, a representative of the private college council, the commissioner of finance, two citizen members to be appointed by the governor; and one student to be appointed by the student advisory council.
