Minnesota Agencies

The committee shall:
(1) identify and assist in removing state and federal barriers to local coordination of services provided to children with disabilities;
(2) identify adequate, equitable, and flexible funding sources to streamline these services;
(3) develop guidelines for implementing policies that ensure a comprehensive and coordinated system of all state and local agency services, including multidisciplinary assessment practices for children with disabilities ages three to 21, including:
(i) develop, consistent with federal law, a standardized written plan for providing services to a child with disabilities;
(ii) identify how current systems for dispute resolution can be coordinated;
(iii) develop an evaluation process to measure the success of state and local interagency efforts in improving the quality and coordination of services to children with disabilities ages three to 21; and
(iv) develop guidelines to assist the governing boards of the interagency early intervention committees in carrying out
the duties assigned in section 120.1705, subdivision 1, paragraph (b); and
(4) carry out other duties necessary to develop and implement within communities a coordinated, multidisciplinary,
interagency intervention service system for children with disabilities.

The committee shall consult on an on-going basis with the state Special Education Advisory Panel and the governor's interagency coordinating council in carrying out its duties under this section, including assisting the governing boards of the interagency early intervention committees.

In 1998 legislation created a system known as the Minnesota System of Interagency Coordination (MnSIC). The purpose of the 1998 legislation was to "....develop and implement a coordinated, mulitdisciplinary, interagency intervention service system for children ages three through 21 with disabilities."

The Minnesota State Interagency Committee was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the committee.

2014 Laws of Minnesota Chap. 272, Sec. 3 made minor changes to the organization of the committee.

As of Spring 2014, 23 members. The commissioners of commerce, education, health, human rights, human services, employment and economic development, and corrections shall each appoint two committee members from their departments; and the Association of Minnesota Counties, Minnesota School Boards Association, the Minnesota Administrators of Special Education, and the School Nurse Association of Minnesota shall each appoint one committee member.
