Alcohol and Other Drug Abuse Advisory Council

Function:

Advises the Minnesota Department of Human Services on issues concerning the problems of alcohol and other drug dependency and abuse. Reviews grant applications for state and federal funds from community groups, treatment providers, and other organizations in the areas of prevention, intervention, treatment, training, research/evaluation, and special populations. History:

Created in 1973. In 1981 the council was given the duty to make recommendations regarding all grants and contracts involving federal and state funds. Previously the council's duties related only to grants of federal money to county boards. In 1984 the council's duties relating to American Indian Programs were transferred to the American Indian Advisory Council. In 1985 the commissioners of health and human services replaced the governor as the appointing authorities.

The council was set to expire on June 30, 2014.

The Alcohol and Other Drug Abuse Advisory Council was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the council and 2014 Minn. Laws Chap. 286 Art. 7 Sec. 7 extended the group's expiration date to June 30, 2018.

Membership:

10 members (5 appointed by commissioner of health, terms ending in odd-numbered years; 5 appointed by commissioner of human services, terms ending in even-numbered years); per diem and expenses; (1973-1985: 11 members appointed by governor.)
