Health Care Access Commission

Function:

With assistance of the director of the State Planning Agency, develop and recommend to the legislature a plan to provide access to health care for all Minnesota state residents.

Specifically it was to: a) develop individual systems to estimate the total number of uninsured Minnesotans, determine a cost containment policy, administer the program, collect premium payments, ensure representation in service delivery by eligible practitioners, and coordinate the program with other government-subsidized programs; b) explore all potential insurance options; c) study and make recommendations on insurance and health care law changes, incentives and disincentives to ensure that employers continue to provide health insurance coverage, benefits to be covered, and alternatives for financing the state share of the cost of the premiums; d) identify cost savings to public programs that would result from the program's implementation; e) examine and make recommendations on gatekeeping mechanisms, the effect of different copayment levels, and maximum lifetime benefits; and f) consider limits on provider reimbursement and covered services (from the Minnesota Historical Society Agency History Record).

History:

The Health Care Access Commission was an outgrowth of a failed drive during the 1989 legislative session for HealthSpan, a program that would have provided health care coverage for an estimated 400,000 "working poor" in Minnesota.

Funding and authorization ended on 30 June 1991.

25 members (15 members appointed by the governor, including 1 experienced health care professional, 1 representative of small business, 1 consumer representative; 3 members appointed under senate rules; 3 members appointed under house rules; commissioners of health, human services, employee relations, and commerce or designees); per diem and expenses.
