The Task Force examined a broad range of issues related to post-secondary education in the Fond du Lac area. Regular meetings were held at a number of area facilities to acquaint members with the area. Discussion and evaluation of a number of items included Arrowhead Community College Region program and enrollment patterns, the services to the Indian People Program, Minnesota Indian Education Needs Assessment, governance of a new community college, enrollment trends and needs, and related discussions. 

The Task Force found that a potential for a community college presence in the Cloquet/Duluth/Superior area (also referred to as the Fond du Lac service area) exists. To meet area post-secondary needs, the Task Force recommends that a pilot project called the Fond du Lac Higher Education Center be established under the governance and administration of the Arrowhead Community College Region.
