The Waiver Reimagine Advisory Committee will provide feedback and help to develop several proposed plans for Waiver Reimagine, including:

• Development of individual budget policy and procedure
• Consolidation of the four current home and community-based waiver service programs (Brain Injury, Community Alternative Care, Community Access for Disability Inclusion, Developmental Disabilities) into two waivers — residential support waiver and individual support waiver
• Adjustments to the simplified service menu

Prior to seeking federal approval for any aspect of waiver reimagine phase II and in consultation with the Waiver Reimagine Advisory Committee, the Commissioner of Human Services must submit to the chairs and ranking minority members of the legislative committees and divisions with jurisdiction over health and human services a report on plans for waiver reimagine phase II. The report must also include any plans to adjust or modify the streamlined menu of services or the existing rate exemption criteria or process.

During the 2021 1st Special Session, the Minnesota Legislature authorized the Department of Human Services (DHS) to implement Phase 2 of the Waiver Reimagine project, which includes reshaping the four current disability waivers into a two-waiver structure and transitioning to individualized budgets.

The Waiver Reimagine Advisory Committee (WRAC) will start meeting in early 2022. The meetings will be held virtually every other month for a total of six meetings per year.

The Waiver Reimagine Advisory Committee will consist of a group of diverse, representative stakeholders. The commissioner must solicit and endeavor to include racially, ethnically, and geographically diverse membership from each of the following groups:

• People with disabilities who use waiver services
• Family members of people who use waiver services
• Disability and behavioral health advocates
• Lead agency representatives
• Waiver service providers
