The Nonemergency Medical Transportation Advisory Committee advises the Commissioner of Human Services on the administration of nonemergency medical transportation covered under medical assistance.

The Nonemergency Medical Transportation Advisory Committee advises and makes recommendations to the commissioner of Human Services on: updates to the nonemergency medical transportation policy manual; other aspects of the nonemergency medical transportation system, as requested by the commissioner; and other aspects of the nonemergency medical transportation system, as requested by: a committee member, who may request an item to be placed on the agenda for a future meeting. The request may be considered by the committee and voted upon. If the motion carries, the meeting agenda item may be developed for presentation to the committee; and a member of the public, who may approach the committee by letter or e-mail requesting that an item be placed on a future meeting agenda. The request may be considered by the committee and voted upon. If the motion carries, the agenda item may be developed for presentation to the committee.

The committee is required to coordinate its activities with the Minnesota Council on Transportation Access.

The Nonemergency Medical Transportation Advisory Committee was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the committee.

This group was set to expire in 2014. In 2014, its expiration date was modified to December 1, 2019. A slight change to the committee membership was made in 2019 (see Laws of Minn. 2019, chap. 57), increasing the number of members who represent providers that deliver nonemergency medical transportation services to medical assistance enrollees from four to five and requiring that one be a taxicab owner or operator.

The committee consists of:

• four voting members who represent counties, utilizing the rural urban commuting area classification system. These members are designated as follows: 
  • two counties within the 11-county metropolitan area;
  • one county representing the rural area of the state; and
  • one county representing the super rural area of the state.
• three voting members who represent medical assistance recipients, including persons with physical and developmental disabilities, persons with mental illness, seniors, children, and low-income individuals;
• five voting members who represent providers that deliver nonemergency medical transportation services to medical assistance enrollees, one of whom is a taxicab owner or operator;
• two voting members of the house of representatives, one from the majority party and one from the minority party, and two voting members from the senate, one from the majority party and one from the minority party;
• one voting member who represents demonstration providers as defined in Minn. Stat. 256B.69, subd. 2;
• one voting member who represents an organization that contracts with state or local governments to coordinate transportation services for medical assistance enrollees;
• one voting member who represents the Minnesota State Council on Disability;
• the commissioner of transportation or the commissioner's designee, who shall serve as a voting member;
• one voting member appointed by the Minnesota Ambulance Association; and
• one voting member appointed by the Minnesota Hospital Association.

Members of the advisory committee cannot be employed by the Department of Human Services.
