The commission shall make studies in the following fields: employment conditions, including legislation concerning equal pay, minimum wage, and maximum hours; civil and political rights; education, including counseling, training, and retraining; home and community services, including the need for consumer education and day care services. The commission shall submit its first report of its recommendations to the Governor by November 1, 1964.
