Stimulate, increase, and improve use of the commodity: provide funds to local, regional, national, or international organizations that promote use of the commodity or related products; provide funds to institutions that carry out research concerning the production, processing, and marketing of the commodity; and pursue any other programs that commodity producers determine to be in their interest and in the interest of the public welfare of Minnesota.
According to the AgriMarketing online magazine, "the Minnesota Beef Council was organized under state statute in 1969 with the Minnesota Beef Research and Promotion Order and further in 1985 with the Federal Beef Promotion and Research Act as an organization whose primary purposes are to plan, implement and conduct programs of promotion, research, consumer information and industry information designed to strengthen the beef industry's market position in Minnesota and nationally, and to maintain and expand domestic and foreign markets and uses for beef and beef products."
