The commission will oversee the planning and construction of a new sports stadium in Bloomington.

According to a 1954 article in the Star Tribune, Minneapolis and Bloomington city councils agreed to establish the commission and provide for Minneapolis revenue bonds to finance the stadium project. This agreement was validated by the Legislature the next year (see Laws of Minnesota 1955, chapter 445). The proposed stadium would be suitable for a major league baseball team, and according to news reports, one of the commission's goals was to attract a major league baseball team to Minnesota.

Around this same time, the chambers of commerce of both Minneapolis and St. Paul appointed committees to seek a major league baseball team.

Originally, the commission was comprised of five members, four from Minneapolis and one from Bloomington. In later years, a member from Richfield was added.

The initial members of the commission were: Gerald L. Moore (chair), E. William Boyer (vice chair), James D. Kempf, Chester R. Roan, and Walter Cramond.
