Adopts rules to establish uniform methods for collecting and reporting waste reduction, generation, collection, transportation, storage, recycling, processing, and disposal statistics necessary for proper waste management and for reporting required by law. The Waste Management Board was authorized under Minn. Stat. §115A.54, subd. 2 (1988) to provide technical and financial assistance for the acquisition and betterment of solid waste processing facilities. The Office of Waste Management (OWM) replaced the Waste Management Board in 1989 and was tasked with managing the solid waste activities of the state, including the Minnesota Solid Waste Processing Facility Capital Assistance Program. Some of the duties of the Waste Management Board were transferred to the Pollution Control Agency and the Environmental Quality Board as well.

Solid and hazardous waste planning and assistance programs transferred from the Waste Management Office to Pollution Control Agency, effective 17 September 1993 (Executive Order No. 169, August 1993, Arne Carlson).

In 1994, the Waste Management Office was renamed the Office of Environmental Assistance.
