Child Care in Minnesota

Access to child care is of the utmost importance to many Minnesota families. Yet available child care openings have fallen during the past decade, a concern to parents, employers, and policymakers. To better understand the current child care climate in Minnesota, several recent evaluations have been undertaken. The Center for Rural Policy and Development focused on child care in Greater Minnesota and the title of its 2016 report tells the story: A Quiet Crisis: Minnesota’s Child Care Shortage. The 2017 report of the Minnesota Legislative Task Force on Affordable Child Care offers policy recommendations and provides the following data:

As of January 1, 2017, Minnesota has 8,896 licensed family child care providers with a capacity to serve 104,187 children and 1,711 licensed child care centers with a capacity to serve 123,605 children. With a total population of 5.46 million, Minnesota has 346,825 children age birth to four years. Between 2005 and 2014, the state lost over 3,000 (nearly 30%) of family child care providers. Estimates show the loss of providers translated to a loss of about 36,500 child care spaces.                                  

Recognizing the economic aspects of child care, the 2016 Minnesota Legislature directed the Minnesota Department of Employment and Economic Development to create an “easy-to-understand manual to instruct aspiring business owners in how to start a child care business”. The recently-published guide is titled, First Considerations in Starting a Family Child Care Business.

But access is just part of the child care equation; it must also be of high quality. An initiative of the State of Minnesota called Parent Aware provides a tool for parents to find local day care – and to evaluate and compare child care providers, facilities, and programs. Another part of the equation is affordability. The Minnesota Department of Human Services, which licenses family child care providers and day care centers, offers a Child Care Assistance Program that helps eligible parents with the cost of child care.

Minnesota is not alone as it works to improve its child care options. Checking In: A Snapshot of the Child Care Landscape – 2017 State Fact Sheets, a report from Child Care Aware, provides data on capacity, enrollment, quality, and costs in the 50 states. While each state has its own unique child care landscape, lessons are continuously learned from the experiences and policies of other states. In the end, the goal is the same -- to provide the best care options for the youngest citizens of the United States.
