Two Legislative Reports Win Notable Documents Awards
In July two of the legislative reports nominated by the Legislative Reference Library will be honored with Notable Documents Awards from the National Conference of State Legislatures Legislative Research Librarians Staff Section. The award winners will be recognized at the NCSL Legislative Summit in Philadelphia at the end of July. They are examples of the great work done by staff members of the Minnesota Legislature to help our legislators understand complex issues.
Colbey Sullivan, House Research Department, wrote A Minnesota Lawmaker’s Guide to the Agri-Environmental Policy Landscape. From the nomination: “Not all issues can be neatly and exclusively categorized. This new report describes many overlapping areas of agricultural and environmental issues. Agriculture affects natural resources, and the decisions farmers make are affected by state and federal laws and incentive programs to protect the environment. In the report, Minnesota laws are summarized and categorized into three policy types: regulations, subsidies, and other. Federal agri-environmental laws are detailed in an appendix. ”
John Yunker was the lead researcher for the Office of the Legislative Auditor report, Biofuel Policies and Programs. From the nomination: “The report describes Minnesota’s production and consumption with a national context. It covers energy issues, environmental issues, economic impact, and state subsidies. The findings and recommendations question longstanding assumptions about the value of ethanol subsidies and advise agencies to pursue inquiry into cellulosic ethanol production. The report addresses controversial aspects of biofuel production in a clear manner that allows for a better understanding of this important area of energy policy.”
