Public Pensions in Minnesota
Minnesota has a number of retirement system plans for its state and local government employees. The current and future financial health of these plans is an issue of on-going concern.
This was highlighted during the 2006 legislative session with the passage of a law effective July 1, 2006, that merges the under-funded Minneapolis Teachers Retirement Fund Association with the Minnesota Teachers Retirement Association (Laws of Minnesota 2006, Chapter 277). That same law requires the Legislative Commission on Pensions & Retirement to prepare an analysis (due December 1, 2006) of the structure and operations of Minnesota's major public pension plans and Minnesota's combined investment funds.
The Minnesota Office of the Legislative Auditor is also examining this issue. A report, tentatively titled, Post-Employment Benefits for Public Employees, is expected in early 2007. An outline is available at http://www.auditor.leg.state.mn.us/announce/Postemployment.pdf.
Finally, the Minnesota Center for Public Finance Research recently released a report titled Public Pensions in Minnesota: Re-Definable Benefits and Under-Reported Performance. (http://www.mntax.org/cpfr/documents/documents/PublicPensionsinMN-2.pdf).
