Consultant's Reports
Minnesota government agencies sometimes look to consultants for their expertise on a wide variety of issues and contract with them to write reports. These reports can provide valuable information for policymakers on a gamut of issues. Some of the recent topics covered include drug courts, street trees, green issues, emergency radio communication systems, gambling treatment, local road funding history, statewide cable television franchising, and flu pandemics. The reports listed below are a small sampling of the thousands of consultant’s reports maintained by the Legislative Reference Library.
Governance Options for Carbon Cap and Trade Revenue was prepared for the Minnesota Department of Commerce. Among other things the consultants recommend that for cap and trade revenue “the legislature should consider utilizing a combination of existing decisionmaking structures and creative approaches to institutionalizing citizen participation and technical expertise into the governance process.”
Green Jobs in Minnesota: Market Analysis was prepared for the Minnesota Green Jobs Task Force to assist them in their development of a state action plan. One statistic cited is that “U.S organic sales, including food and non-food products, are growing at over 20% per year with $21.2 billion in sales in 2007 and projections for over $25 billion in 2008.”
Quality Compensation for Teachers Summative Evaluation was prepared for the Minnesota Department of Education. This was an external study related to the effectiveness of the teacher Q Comp program.
