Reports on Disability Issues

Cover of 50 Years Report In inVISIBILITY those with developmental disabilities who have often been invisible in Minnesota's past gain a new visibility in this photo essay. It is a powerful photo journey through Minnesota's disheartening history of citizens with developmental disabilities from 1905-1970. The publication gives the viewer a sense of prevailing attitudes in the state before the creation of the Governor's Council on Developmental Disabilities in 1971. inVISIBILITY is a publication of the Council, which seeks to serve as an advocate for all persons with developmental disabilities.

The Governor's Council on Developmental Disabilities celebrated its half-century of work in 2021 with the publication of 50 Years of Empowering Advocacy, Expanding Capacity, and Envisioning Systems Change, which details the Council's accomplishments and programs since its appointment in 1971 under the authority of the federal Developmental Disabilities Assistance and Bill of Rights Act (P.L. 106-402). The Council also celebrated with the production of a documentary: The New Stargazers: Fifty Years of Bold Achievement, and a governor's proclamation, among other festivities.

Also new this month related to disability issues are two reports from the Department of Human Services. The first is Health Care Consumer Support Helpline and Disability Hub MN Reports. Disability Hub is a toll-free call center and website to connect Minnesotans with disabilities to information and counselors who are certified by the Minnesota Department of Human Services. Disability Hub counselors help with issues such as health benefits, cash benefits, housing and health/wellness.

Disability waivers have been a perennial issue and the report Value-Based Payment for Home and Community-Based Services in State Disability Waivers gives an update on study findings regarding how a value-based payment model and outcome-based payment strategy could be used in several of these Medicaid disability waiver programs that deliver home and community-based services to Minnesotans with disabilities.
