Clean Water, Land and Legacy Amendment
In 2008, Minnesota voters approved a constitutional amendment increasing the sales tax by three-eighths of one percent, dedicating the revenue to “natural resources and cultural heritage purposes.” Four separate funds were established—Arts and Cultural Heritage Fund, Clean Water Fund, Outdoor Heritage Fund, and Parks and Trails Fund.
In 2009, the Legislature passed a funding bill that required plans to be developed to guide future spending for each of the funds. The Legislature required extensive ongoing reporting requirements to ensure transparency and accountability.
Most of the first-year reports and several of the long-term plans have been submitted. The Library actively collects and archives all legislatively required reports; find these by searching “legacy amendment” in the Library's Catalog. Most of the reports are also available at Minnesota's Constitutionally Dedicated Funds web site.
