Captal Budget
“Operating budget.” “Capital budget.” “Bonding bill.” What do those phrases mean and how do they fit into the overall state budget process?
In January of the first year of a biennial legislative session, the governor is required to submit a budget message and a proposed budget to the Legislature (Minnesota Statutes 16A.11). Much of the work in the first year of a session revolves around creating this "operating budget" that will fund state government for the next two fiscal years. But that statute also requires the governor to submit a "capital budget” in January of the second year of the biennial session. So, if the state already has an operating budget, what exactly is a capital budget?
Minnesota's capital budget finances the acquisition, construction, and maintenance of public lands, state buildings, and infrastructure such as highways. Minnesota’s Constitution (Article 11, section 5) details the specific types of projects that may be considered. The projects can be financed with direct appropriations or through borrowing mechanisms such as state bonds. Because 2022 is the second year of the legislative biennium, the creation of a capital budget is a primary focus of this legislative session. As required, Governor Walz recently submitted his proposed capital budget to the legislature. Legislators are currently examining the many requests and will select which projects to finance and decide how much money will be spent. The selected projects will be added to a legislative bill known as a “bonding bill.” That bill must pass both the House and Senate with at least a three-fifths majority vote in each body before it can be sent to the governor for approval or veto.
With the capital budget process underway, we have been receiving questions about past bonding bills. What projects were selected? How much money did they receive? What was the total dollar amount of bonding bills in past years? The Legislative Library has many original budget documents, such as past years of the Minnesota Governor's Proposed Capital Budget and a list of Major Capital Investment and Bonding Bills and Laws, 1963-present. Minnesota Management & Budget (MMB) also provides a wealth of information about current and historical capital budgets on their Minnesota's Capital Budget page.
