Collateral Consequences
Collateral consequences are the effects of adult
convictions and juvenile adjudications on a person’s life, particularly in the
areas of civil participation, employment, family relations, finance, housing,
and immigration. An example of a collateral consequence is an individual being
refused an apartment lease because of information revealed in a criminal
history check. A 2006 Collateral Consequences Report to the legislature said
“In Minnesota statutes there are currently 200 collateral consequences.” The
report continued that “while it is difficult to determine the exact number of
people in Minnesota impacted by collateral consequences, review of data sources
indicate that the problem significantly impacts many people within our state.” The
