Opioid Abuse Prevention Efforts in Minnesota

For two decades, federal, state, and local entities have been grappling with how best to combat the alarming rise in opioid-related deaths. According to the National Conference of State Legislatures, "the death rate from these drugs has nearly quadrupled since 1999." The pandemic has only made numbers worse and exposed longtime disparities in access to opioid treatment, based on race, income and other demographic factors. Minnesota and other states face an ongoing battle in attempting to successfully balance efforts to address this public health crisis by limiting opioid prescribing while also ensuring appropriate access to pain management.

Two recent reports from Minnesota Management and Budget (MMB) reflect on Minnesota's successes and leadership efforts. Minnesota's prescription monitoring program law was enacted in 2007; on January 1, 2021, prescribers were required to check the program before any initial prescription for Schedule II through IV opioids, and periodically during long-term opioid therapy. Minnesota also limits the number of days for which opioids may be prescribed. An August report, Minnesota's Early Opioid Policy Response: Impact of Policies to Curtail Opioid Prescribing, "finds that steps taken by the Minnesota legislature had important, positive impacts on opioid prescribing patterns. These encouraging findings provide empirical support for Minnesota's efforts to limit opioid prescribing."

Project ECHO, a tele-mentoring program, is highlighted in Evaluation of ECHO Programs in Minnesota: Impact of Project ECHO on Opioid Use Disorder Treatment. This second MMB report assesses the impact of the two largest and longest-persisting ECHOs in Minnesota on primary care provider prescribing behaviors and patient outcomes. The primary goal of these tele-mentoring programs was to teach providers to appropriately provide medications for opioid use disorder. Overall, the study concludes that the impact of the two Minnesota ECHO hubs on medications for opioid use disorder prescribing was very promising. Their research shows Minnesota’s investments in Project ECHO have been an effective way to expand capacity for prescribing evidence-based opioid use disorder treatments.

Minnesota's 2019 opiate epidemic response law created the Opiate Epidemic Response Advisory Council. The 19 member council is made up of legislators, tribal nations, state agency representatives, providers, advocates and individuals personally impacted by the opioid crisis, as well as representation from law enforcement, social service agencies and the judicial branch. An earlier Minnesota advisory body of experts, the Opioid Prescribing Work Group was convened to forward the Minnesota Department of Human Services' Opioid Prescribing Improvement Program. The Legislative Reference Library has received their annual report since 2016.
