Blue Ribbon Groups
Throughout Minnesota's history, executive branch agencies have evolved as the needs of the state and the demands on state government fluctuate. Changes through legislative action or governors’ reorganization orders are often informed by careful study through testimony in committee hearings, the work of a commission, and mandated reports.
New at the library this month is one such mandated report: Final Report of the Blue Ribbon Commission on Health and Human Services. This Blue Ribbon Commission was mandated by 2019 Minn. Laws 1st Sp. Sess. Chap. 9, Art. 7, Sec. 46 to "advise and assist the legislature and governor in transforming the health and human services system to build greater efficiencies, savings, and better outcomes for Minnesotans." Specifically, the commission was tasked with finding ways to save $100 million within the next biennium and to identify areas to improve efficiencies and outcomes for Minnesotans.
The recommendations in the report include twenty-two strategies in five categories: health and human services expenditures (cost savings), health equity, administrative efficiencies and simplification, waste (including fraud and program integrity), and system transformation. The commission took public comments as well as stakeholder engagement under consideration in the process of creating these recommendations.
In August, Governor Walz issued Executive Order 20-88, convening the Blue Ribbon Committee on the Metropolitan Council’s Structure and Services. The work of this group is just getting started. This House Research Department memo, new to our collection this month, briefly outlines the history of the Met Council as the group looks to possible future changes.
These types of Blue Ribbon groups often play a major role in restructuring government departments. After all, Heraclitus’ wisdom from 500 BCE still rings true today: “There is nothing permanent except change.”
