Green Jobs
Jobs and Green are popular headline words these days. The American Recovery and Reinvestment Act (ARRA) of 2009 provided funding to stimulate job creation and economic growth in the green economy. Minnesotans are eager to create and to fill those jobs; are they coming? A Council of State Governments study reported in late 2009 that 523 green jobs were created or saved through the ARRA in Minnesota. A 2009 Pew Center on the States study reports that “clean energy jobs” grew much faster than overall job growth from 1998 to 2007.
What is a green job? The Minnesota Legislature convened the Green Jobs Task Force in 2008, resulting in a study that proposed practical and specific initiatives “to retain our existing 52,827 green jobs, and expand to as much as 72,467 by 2020.” The Task Force created a definition of green jobs. In a related report, Minnesota Food Production Sector: Growing Green Jobs, the Agricultural Utilization Research Institute (AURI), built on the Task Force definition and described many agricultural sector jobs that fit the category of green jobs.
Yet the federal Bureau of Labor Statistics and the Minnesota Department of Employment and Economic Development (DEED) encounter difficulty in defining and counting green jobs. The issues are described in a recent Fedgazette article, “The Many Shades of Green.”
DEED received money in late 2009 from the U.S. Department of labor to disseminate labor market information on green jobs. “Green Jobs in Minnesota,” an article in the June issue of Minnesota Employment Review, describes how the department created the green job vacancy survey. The article describes how analysts determined whether particular jobs could be counted as ‘green.’
