Dear Interested Parties:

This letter is intended to follow-up on several items discussed at the information session on December 16, 2003.

First, in order to facilitate a thorough review of proposed sites, a list of required site data has been developed (see details below). If possible, these materials should be submitted by Thursday, January 8, 2004. These items will not count against the 20-page limit for submissions and will not be publicly released until January 15, 2004 when all proposals become public.

Second, Stadium Screening Committee staff has informed me that some respondents have asked to discuss assumptions being made in their proposals prior to the submission deadline. Staff and consultants are open to discussing assumptions or providing feedback on preliminary working documents. All information will remain confidential until January 15, 2004. (Note: As mentioned on December 16th, respondents should use 5% as the discount rate for net present value (NPV) calculations.)

Finally, if interested parties have more than one site or financing plan that they wish to nominate, they are welcomed to submit more than one proposal. Each proposal will carry a separate 20-page limit.

SITE DATA REQUIRED

Requested by January 8, 2004, but no later than January 15, 2004

1. 1" = 200' and 1" = 100' scaled site plans, describing all on-site and off-site
improvements with existing improvements, topography, and utilities

2. Digital aerial site photographs of a 3-mile radius. (MrSID or TIFF format
with corresponding world files)

3. Parking inventory. (And a list of planned transportation improvements, if
any)
- Number of spaces (a total number and a breakdown of the spaces
contained in a specific lot)

4. Masterplans, or planning work in progress within the district or neighborhood

5. Site Photos

6. Transportation maps (3 mile radius)

7. Zoning information

The Stadium Screening Committee delivered its recommendation to the Governor on February 2, 2004. It has subsequently been dissolved. The stadium issue is now in the legislative process. Please direct questions and comments on this issue to your local legislators."
